Environmental Impact Assessment (EIA)

Building an ordinary bonded or non-bonded warehouse or freight-consolidation centre is generally not a prescribed activity under the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 2015, made under section 34A of the Environmental Quality Act 1974 (Act 127), and is exempt from an EIA report. Industrial Effluent (IETS) Compliance

Truck-maintenance bays and vehicle-wash areas at large logistics parks produce floor wastewater laden with silt, detergents and mineral lubricating oils, governed by the Environmental Quality (Industrial Effluent) Regulations 2009 [P.U.(A) 434/2009]. Scheduled Wastes Handling

Routine fleet maintenance, forklift servicing and packaging breakdown generate hazardous waste oils and spent batteries, regulated by the Environmental Quality (Scheduled Wastes) Regulations 2005 [P.U.(A) 294/2005]. These must be held in ventilated, rain-protected stores with a hardened, impervious floor. BOMBA Fire Certificate & Fire-Rating Compliance

Warehouses — especially those storing packaging plastics, timber pallets and other high-fire-load goods — are designated premises under the Fire Services Act 1988 (Act 341). After a building receives its Certificate of Completion and Compliance (CCC), the owner or occupier must obtain a Fire Certificate (FC) from the Fire and Rescue Department of Malaysia (BOMBA), which is renewed annually. Compartment-wall and ceiling materials are expected to meet the fire-resistance standards referenced in the Uniform Building By-Laws 1984 (including BS 476 Class O practice), and designated premises must install an Automatic Fire Monitoring System (SPKA) linking the fire-alarm system to the nearest fire station. Operating designated premises without a valid FC is an offence and can lead to a prohibition (cease-operations) notice.

Local-Authority Business-Premises Licence

Before commercial operation, a warehouse must obtain a Business Premises and Advertisement Licence from the local authority (Pihak Berkuasa Tempatan, PBT) with jurisdiction over its site. In Greater Johor Bahru these are principally the Johor Bahru City Council (MBJB), the Iskandar Puteri City Council (MBIP), the Pasir Gudang City Council (MBPG) and the Kulai Municipal Council (MPKu). The local authority runs a cross-agency review before issuing the licence and generally requires the BOMBA Fire Certificate and DOE environmental clearance to be in place first.

Power Demand & TNB Connection

Cold-chain distribution centres run large ammonia or refrigerant compressor plant, typically placing maximum demand in the hundreds of kVA to a few MVA. Under the Electricity Supply Act 1990 (Act 447), the connection follows TNB’s Electricity Supply Application Handbook (ESAH); a project at this scale normally requires a dedicated 11/0.4 kV distribution substation (PE), with the substation site kept clear of low-lying flood-prone ground and provided with hardened access for TNB heavy vehicles.
